How ASEAN’s 2026–2030 Energy Plan Is Shaping Renewable Energy Demand

ASEAN has entered a new phase of regional energy cooperation. With the adoption of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, the region now has a clearer roadmap for strengthening energy security while advancing decarbonisation through a more connected and inclusive energy transition.

The plan sets measurable regional ambitions for 2030, including a 30% renewable energy share in total primary energy supply, a 45% renewable energy share in installed power capacity, and a 40% reduction in energy intensity compared with 2005 levels.

For companies involved in the energy supply chain, APAEC 2026–2030 is more than a policy milestone. It points to a broader market shift across Southeast Asia. Renewable energy growth is no longer only about adding generation capacity. It is increasingly linked to grid readiness, interconnection, electrification, project financing, and long-term system reliability.

For cable suppliers, this matters because the expansion of renewable energy does not stop at generation equipment. It also creates demand for the electrical infrastructure needed to connect, transmit, distribute, and stabilise power.

A More Target-Driven Regional Energy Agenda

One of the most important aspects of APAEC 2026–2030 is that it gives ASEAN’s energy transition a clearer set of regional targets. The new plan raises the level of ambition and brings renewable energy, energy efficiency, and regional integration into a more coordinated framework.

This is significant because renewable energy growth does not happen in isolation. Higher shares of solar and wind require stronger grids, better system flexibility, and more effective planning. ASEAN’s long-term renewable energy analysis also points to a future in which variable renewable energy becomes a major part of the regional power mix. That makes investment in grid transformation and system flexibility increasingly important.

Why This Plan Will Increase Renewable Energy Demand

At the most visible level, APAEC 2026–2030 is expected to support continued growth in renewable energy projects across Southeast Asia. A higher regional target for renewable energy capacity means the region will need additional solar, wind, and other clean energy installations over the coming years.

Among these, solar is likely to remain one of the fastest-growing segments because it is relatively scalable, can be deployed across multiple project types, and is suitable for utility-scale, commercial, and distributed applications.

However, the demand story goes well beyond generation assets. As renewable energy penetration rises, the supporting infrastructure becomes more important. More projects mean more demand for internal collection systems, substation connections, export lines, grounding systems, auxiliary power supply, and control and communication networks.

For cable suppliers, this is a key point. Renewable energy growth does not only create demand for photovoltaic cables. It also drives demand across low-voltage, medium-voltage, control, instrumentation, grounding, and grid-connection applications.

Grid Upgrades Will Become More Critical

Another major implication of APAEC 2026–2030 is that Southeast Asia’s energy transition will increasingly depend on stronger transmission and distribution systems.

ASEAN continues to position the ASEAN Power Grid (APG) as a strategic regional initiative. In practical terms, this means renewable energy growth will require not only more generation projects, but also better interconnection between markets and stronger domestic grid capacity.

From a supplier perspective, this is one of the most important takeaways. The next stage of renewable energy growth in ASEAN is likely to depend not only on how much power is generated, but also on how effectively electricity can be moved, balanced, and integrated into the system.

That creates opportunities not only in generation-side applications, but also in substations, feeders, industrial power systems, regional interconnection projects, and broader power distribution upgrades.

Renewable Energy Is Also Becoming an Industrial and Investment Issue

APAEC also reflects a broader market reality in Southeast Asia: renewable energy is no longer only an environmental or power-sector issue. It is increasingly tied to industrial competitiveness, energy procurement strategies, and investment attractiveness.

This is particularly visible in markets such as Vietnam, where policy developments such as the Direct Power Purchase Agreement mechanism are intended to support private investment in renewable energy and allow large consumers to access cleaner electricity more directly.

That direction matters for suppliers across the electrical value chain. As more manufacturers, industrial parks, and export-oriented companies seek reliable access to cleaner power, demand may grow not only for renewable generation projects themselves, but also for the supporting infrastructure around them. This may include internal distribution systems, plant-side upgrades, interconnection works, and associated control systems.

What This Means from a Cable Supplier’s Perspective

For cable companies serving Southeast Asia, APAEC 2026–2030 sends three clear signals.

First, renewable energy demand is expected to continue rising, but some of the strongest long-term opportunities may increasingly lie in the surrounding infrastructure. As renewable energy capacity expands, projects will require more complete electrical systems, not just generation assets. That means suppliers need to think in terms of project architecture rather than isolated products.

Second, long-term reliability will matter more. Southeast Asia’s operating conditions often include high temperatures, strong UV exposure, humidity, heavy rainfall, and in some areas coastal or industrial stress. As renewable energy moves from fast expansion to long-life infrastructure, project owners are likely to pay closer attention to weather resistance, thermal performance, durability, and stable supply capability.

Third, cross-market understanding will become more valuable. APAEC is built on regional coordination. For suppliers, that means future success in Southeast Asia may depend not only on product quality, but also on familiarity with regional project trends, grid-related applications, and export delivery requirements across multiple markets.

Our View: The Bigger Opportunity Is in Renewable Energy Infrastructure

From our perspective, APAEC 2026–2030 is not only a renewable energy policy framework. It is also an early indicator of where electrical infrastructure demand is heading in Southeast Asia.

The region’s transition will require more than solar panels, wind turbines, or headline capacity targets. It will also require the physical systems that allow power to be transmitted, distributed, integrated, and used reliably over time. That includes grid upgrades, industrial electrification, interconnection projects, and the wider network infrastructure behind renewable energy deployment.

For cable suppliers, this makes the coming years especially important. Companies that understand not only products, but also project applications, environmental conditions, and system-level requirements, will be better prepared to support Southeast Asia’s evolving energy market.

In that sense, APAEC 2026–2030 is more than a policy document. It is also a useful indicator of where future demand may emerge across renewable energy and the wider power infrastructure ecosystem in ASEAN.
